Does anyone have any picture editing thing on their phone?
I saw someone a few days ago who had a thing where he took pictures with his phone, and then could use a program on the phone to add text to it or draw pictures overtop of it.

Yesh.
There is corel draw program at my cell phone which i use to edit pictures and make it stylish.
Well, every costly cell phones have it.
Nokia 6600 has it ofcource.
Which cell phone are you using?

You can very well download it to your PC and then use Adobe Photoshop and something alike to edit it

I have the RAZR, and photoshop too, yeah, but I thought it was just 100 times cooler how he did it on the phone! Thanks for the info cell.

Well, Its for the latest setups and Mobils .. But for the old ones .. Like me .. Use Camera .. Lolz
