Valid PAC does not work for new provider
My wife recently ended her contract with Vodafone, and obtained a SIM-card from GiffGaff, which she activated. She then gave GiffGaff the PAC provided by Vodafone, only to be told "Our systems advise that your number and PAC code are correct but they advise that they are being transferred to another provider, not giffgaff." GiffGaff said that she must obtain another PAC from Vodafone.

Can this possibly be correct ?
