Help

Wonder could anyone give me some advice. I live in Scotland and sent a phone to manchester to get new housing samsung F700. That was 3 weeks ago. I sent the money with the phone to get it fixed. However the guy doing the job is coming back with excuses all the time. 1st it was that when he put the housing on that he needed some board for the phone. Fair enough he ordered one up. Then that supposily came and then he said the phone needed a cable.. The phone was working when i sent it to him. I phoned today and asked would he get it back to me asap and he said he could send it back and my money . I am a bit weary of taking the phone back until it is repaired because what if it doesnt work or he has damaged it in some way. What do you think my best course of action would be.
