Which Pay as you Go network and tariff

Hi everyone, just so you all know i am completely ignorant to the mobile phone world but its about time i got up to speed.

What i require:-

The best tariff for phoning other mobiles(same and other) and texting and some online browsing.

A good phone for the above, the Samsung E900 looks nice but as i said im clueless so your input helps(online browsing important sad as i am i play a text based browser game that i need to check at times)

I noticed O2 have a reasonable tariff any1 enlighten me if they know of better.

Plus where to buy the phone if i need to buy seperate would be help.

I am from the North East UK.

I think if you want to save the most amount of money, then you have to do some research based on your own needs. LIke which network most of your most frequently called numbers are on ...most networks give a discount or free calls to those on the same. Insofar as a phone, if you're gaming alot with it, then you'll need something you're comfortable with. I'd do some research online and then visit some of the shops to look at phones.
