Caller ID confusion

has anyone had a similar experience to this:

Received a call on my o2 mobile from a landline in USA. The number that showed however began with 07984, suggesting a UK mobile number.

The USA number I was expecting is stored in my phone and usually displayed. The question is; Should I assume that the caller was not calling from where they claimed or can this type of thing happen sometimes?

For various reasons I need to verify the location of the caller, so this is important.
