Is the Nexus 4 the best value smartphone out there?

I've noticed that the Nexus 4 is keenly priced at one particular site @ but I'd like to know whether this cell phone is actually 4G or LTE enabled before considering buying it. Having looked at the spec sheet for this phone, I noticed that it has a 1.5 GHz Quad core processor. Would this fast processor reduce the battery performance of the phone? I've noticed other phones in this category having better battery performance.
